Do you get the same thing using latest 2.19.x?

I've tested this in 2.18.2 on Linux (I do not have a Mac) and the
command you use:

echo '\version "2.18.0" {a}' | lilypond -dbackend=svg -dsvg-woff -o foo -

Does not throw any errors out for me. Nor does it throw and errors when
using the latest unstable version either.
