Keeping the list of issues in active development current

Devs and Bug Squad

The list of issues obtained by clicking Open (Begun) in Allura now contains 
just those issues that were Started within the last 6 months or have a 
currently active Owner.

Those that don't have a currently active Owner should be reverted to 
Status:Accepted when they have been moribund for more than 6 months.  Those 
that do have a currently active Owner should be so reverted by the Owner 
themselves if or as soon as they have ceased working on them.  In that way the 
Open (Begun) list should eventually contain just those issues with patches that 
are in active development.
