Actually four people expressed an interest in installing Allura on Savannah, 
but all of them found it to be beyond their abilities and gave up.  The problem 
was that they didn't find this out until the middle of July, by which time it 
was really too late to consider an alternative to Allura, any of which would 
doubtless have had problems of its own.

The situation is that no one is currently working on the move to Savannah, and 
no one in our community seems willing and capable of doing so.  I'd be very 
wary now of moving our production Issues DB to Savannah even if someone managed 
to complete the installation and migration, as we would be on our own as far as 
on-going maintenance was concerned, with very little confidence that we would 
be competent at doing that, given the experience so far.

OTOH, using SourceForge seems to be essentially trouble-free.
