LilyPond is a command-line application and doesn’t have any ‘menus’. Do you mean Frescobaldi? Frescobaldi has a ‘Run LilyPond with English messages’ checkbox in the ‘LilyPond Preferences’ menu.
Or do you mean LilyPad, the basic editor shipped with LilyPond (IIRC)?
both LilyPond and GIMP are GNU based.
IIUC the common ground between LilyPond and GIMP is rather in their licensing than in actual functionality. Speaking of ‘GNU based’ applications may be misleading.
