Hi Dennis,
Thanks for the report. Looks like you are using a more than 5 year old
alpha release tarball, which bootstrapped with GNU Gettext 0.10.35, which
in turn didn't support DESTDIR.
Either re-gettextize your sources, or get a fresh set from savannah.gnu.org
