cannot exec `as': A file or directory does not exist

Hello,
      I am having a problem installing "gcc" and "make".

These are the setup I have on my system:

One of the compliation statements showed:

name does not exist.
make: 1254-004 The error code from the last command is 1.

I could not locate /usr/local/rs6000-ibm-aix4.3.3.0/bin
  nor              /usr/local/rs6000-ibm-aix4.4.4.0/include

Is the "file or directory" does not exist pointed to the above paths??
