That is what you'd normally use `cvs update' for.

Why? If you want to learn how to use cvs properly, contact a cvs
support forum. This is a mailing list for reporting bugs in GNU make,
and as I've already explained, the make behavior you describe is
entirely proper and according to the documentation (and according to
how most other makes in the world do things).
