Hi Chris;

Unfortunately the Cygwin version of GNU make is not identical to what's
distributed by the FSF, and only the FSF version is really supported on
this list.

I suggest you contact a Cygwin developer's list or site and see if they
have any ideas there.  I've not seen anything like this with "vanilla"
GNU make, but maybe someone at address@hidden, where the Windows users
mostly hang out, has.
