Follow-up Comment #1, bug #16145 (project make): I believe this is intended behavior as described in GNU make manual. See bug #15584 (starting from comment #6) for more information. In your case *all* targets are SECONDARY. The reason it worked differently in 3.80 is because this version does not handle .SECONDARY: without prereqs.
