A quick google for the error message turned up a fourth line, saying:

!!! If you need support, post the topmost build error, NOT this status message.

However, this list is for bugs in gnu make and your problem is far more likely 
to be with something gentoo-specific.  We don't know anything about gentoo here.

When reporting a make bug, you'd want to supply the necessary part of the 
makefile, the output from make and an explanation of why you think make is in 
error.  (None of the output you supplied was from make.)

Following your directions (Gentoo handbook) 
Installing Necessary System Tools (Section 9)

At 9.a. Device Manager:

udev is not available for unmerging and when I attempt to merge devfsd I get 
the following error/bug

!!! ERROR: sys-fs/devfsd-1.3.25-r9 failed.
!!! Function src_compile line 566, Exitcode 2
!!! emake failed

NOTE:  Apparently UDEV is not supported for 2.4 kernel, but 2.4 kernel is 
default for Sparc 64 bit processor).
