.DEFAULT: not taken for PHONY target

New in GNU Make 3.81:

When a target is listed in .PHONY the .DEFAULT rule is not used when making
this target.

---- example t.make ----
.PHONY:       clean
.DEFAULT:
        @echo "Using default rules for target " $@
---- end example ----

type:
gmake -r -f t.make clean
You get:
gmake: Nothing to be done for `clean'.

Remove .PHONY line:
type:
gmake -r -f t.make clean
You now get:
Using default rules for target  clean

This was working in 3.80
