Intermittent test failure with Make-3.82

Hi,

Running Make-3.82's 'make check' testsuite intermittently fails
for me.  Out of 100 invocations, 22 of them failed, all with
the same error in the SECONDARY tests.  I'm running these tests
on an Ubuntu-10.10 x86 VirtualBox guest in case that matters.

I've attached the relevant diff file; if there's any more info
I can provide to help debug/fix this, just let me know.
