Both the mailing list and Savannah are discussed on the make home page,
but you're right, this should be made more clear.  It does clearly say
that bug-make is a "main discussion list", however, and so I wouldn't
expect people to think that messages to that list would become bug
reports and automatically acknowledged, a la Debian's BTS etc.

I believe that if you file a bug with Savannah it will send you email
both when you file it and whenever it is updated.

If something about Savannah isn't working the way you want, you should
file a bug against Savannah itself (the Savannah project on Savannah).
I don't have any ability to modify or fix the Savannah behavior.
