Translations for GNU software is not handled through Ubuntu.
Please see the Translation Project (long, long precedes even the idea of
Ubuntu much less the reality :-)) and file a report with the appropriate
language translation team; the GNU make page is here:
http://translationproject.org/domain/make.html
I pick up the latest translations automatically every time I make a
release.
