Could be, as I don't think I've seen any EMX-related changes for a
long time.

Someone with access to EMX and sufficient motivation should come on
board and maintain the EMX port.  Otherwise, it will continue to
bitrot.

Perhaps alert the Cygwin folks on the Cygwin list to the upcoming
release and to the fact that the RC fails.  Someone there might find
what is wrong and submit patches, before it's too late.
