Details:
To resolve the confusion on https://stackoverflow.com/q/46906127/14637, hereby
a small documentation change suggestion.
I'm imagining to add a sentence to
https://www.gnu.org/software/make/manual/html_node/Remaking-Makefiles.html
along the lines of:
... make starts with a clean slate and reads all the makefiles over again. (It
will also attempt to update each of them over again, but normally this will
not change them again, since they are already up to date.) [BEGIN ADDED]During
this second run, MAKE_RESTARTS will be set to 1 (see Special Variables).[END
ADDED]
