I don't claim to know much about how Savannah works but I see anonymous bug reports and RFEs come in frequently so it seems you don't need a login to make one.

I'd be glad to do that if it increases the chance to get it in. But I couldn't find the Savannah bug reporting system (on https://savannah.gnu.org/). Do I need to create a new user and log in to be able to file an enhancement request?

Agreed, the name "dependency-only" is far from being a perfect choice, and I'd be happy with any other suggestion.
