C:\Git\usr\bin holds MSYS2 executables, not MinGW executables. (MinGW
executables that come with Git are in C:\Git\mingw64\bin.) So
basically, you are running the tests in the MSYS2 environment, the
only exclusion from that is make.exe itself.
