Follow-up Comment #3:
This is a bug in the glibc makefile, not in GNU make. They are incorrectly
written and so cannot be used with GNU make's shuffle mode.
A patch has been applied to glibc:

Until you have this patch, you cannot use shuffle mode with glibc.
