FTR: I get only 2 failures in options/dash-q (and for a reason that is
a non-issue: temporary batch files are not removed). But the test
suite needs to be heavily patched to work with the MinGW port and the
cmd.exe shell. However, most changes are trivial: different quoting,
different syntax of environment variable expansion, need to use the
GNU 'echo' instead of the shell builtin, .dll extension instead of .so
for loaded extensions, etc.
