Since the link to the .MUTEX reference is dead now we can't be sure, but based
on the description I suspect that the original request was for something more
comprehensive than what .WAIT provides.
However I agree that this issue is not needed anymore: if people want .WAIT to
be more comprehensive (specifically, to add some new type of edge between two
nodes in make's directed graph, which .WAIT doesn't really do) then a new
issue can be opened for that.
I played with it and it's not easy to do this however. I had an idea for how
it might be made to work but it would be tricky.
