[bug #63347] make 4.4 change in behavior for sub-make invoked via $(shell)

Thanks for your report.


This patch introduces two visible changes.
1. Have command line variable definitions in MAKEFLAGS at parse time.
2. Define makeflags at parse time, each time a makefile modifies MAKEFLAGS.

The patch contains a more detailed description of the change.
