For some completely unfathomable reason if I reduce my CPU count to 1
then I also see these failures on CentOS Stream 8 (haven't tried any
others)!!
GNU make is NOT multithreaded so I just can't figure out what could
possibly cause this behavior. I tried with older versions of GNU make
(e.g., 4.2.1) and see the same thing so this is not a regression.
I'm going to look into it and see if I can find something.
