Looking at the recent bug reports I have discovered that infotocap to no
longer works on a dumb terminal, or if TERM is not set at all:

| $ echo $TERM
| dumb
| $ infocmp ansi | infotocap -
| infotocap: terminal type 'dumb' cannot reset tabs
| $ (unset TERM; infocmp ansi | infotocap -)
| infotocap: no tab-list given

This used to work in the 20190803 patchlevel, but some change in the
20190810 patchlevel broke it.
