Looking at this, 
/var is about 2.5 G
/usr is about 10 G

If it was me, I'd take my machine into single user mode, and insure that
neither directory was being used. fuser can report if a mount point has 
active files within it.

Then I'd swap the contents of the partitions around, (using mv) and update 

Parted can't (at present) resize the start of a ext2/ext3 parttiton, which 
makes resizing in your case harder.
