Ideally, we should not resort to kernel headers, but include the headers
we need in the parted source code directly, or at least the kernel guys
say so.

Because it is an independent issue, i think. It was found to be a bug
later on, so it got a separate patch.

No idea, it is from before my involvement in the debian parted package.
