I disagree,  inline documentation is always in one language, but I feel
that docs like the API should be in as many differ languages as
possible. I guess this is more of a IMHO topic, but, translations should
be available, it provides convenience for others.  I can honestly say
that if I were not a native english speaker, that I would feel more
comfortable reading a peice of documentation in my native language.  I
think this would hold true even if I were a non-english speaker and I
knew my native language as well as english.  This is not a huge
sacrifice to include translations, we would only provide the
translations that were contributed.  We would'nt have to endure long
hours of translating ourselves.  It is also not much effort to add a
file to /doc.  I can also agree with a few things on the opposite side.
The more translations we have the more files that would need updated in
the case of the API either changing or being added to.  I guess we just
need to way the benifits and decide what is best for the project.
