I have been researching another problem (about which in another post) and
noticed the following:
If I browse to
https://www.gnu.org/software/parted/
and follow links to the one-web-page manual @
https://www.gnu.org/software/parted/manual/parted.html
attempting to follow any links from the "Short Table of Contents" fails. E.g.,
the URI for the link with text='2 Using Parted' is
https://www.gnu.org/software/parted/manual/parted.html#toc-Using-Parted-1
Clicking on that fails to move my browser (currently Firefox version=48.0,
up-to-date on Debian 8) to the desired section. However, if I manually enter
the following text in my browser
https://www.gnu.org/software/parted/manual/parted.html#Using-Parted
I navigate appropriately. Note similar problem applies to the other links, e.g.,
https://www.gnu.org/software/parted/manual/parted.html#toc-Introduction-1
fails, but
https://www.gnu.org/software/parted/manual/parted.html#Introduction
works.
