buglet ? syntax related - should be easy to fix

Not sure this is a bug. It happens on

Linux nil 2.6.18-4-686 #1 SMP Wed Jun 6 08:11:18 UTC 2007 i686 GNU/Linux

Prolog top-Level (GNU Prolog) 1.3.0

and on

Darwin bart-demoens-computer.local 8.5.2 Darwin Kernel Version 8.5.2: Mon Feb 
13 16:31:48 PST 2006; root:xnu-792.8.37.obj~1/RELEASE_I386 i386 i386

Prolog top-Level (GNU Prolog) 1.3.0

[didn't check other systems]

while other systems have no problem with it:
if the last line of a file is a % comment line without a <newline> at
the end, I get

ga.pl:3:7: syntax error: new-line expected here for %%... comment
        1 error(s)
compilation failed

ga.pl contains:
foo.

% bla.

but make sure there is no <CR> after the bla.
