Why do you think the patches were not applied? For example:
$ grep win32_isatty *.c
input.c:win32_isatty (int fd)
input.c:#define isatty(x) win32_isatty(x)
$ grep NCURSE *.h
tcap.h:#elif defined (HAVE_NCURSES_TERMCAP_H)
and so on.
