[maintain.texi & standards.texi] Patch for dead links

Hello,

Attached is a fix for 2 dead links that were reported by linc:

- In maintain.texi, the reference to the Pootle instance has been
removed because this facility doesn't exist anymore. Ineiev removed the
corresponding paragraph in the Trans-Coord manual on June 5.

- In standards.texi, the link to zlib_license.html has been updated.

I regenerated the manuals, and can commit them if you wish.
