It is less precise than “per”, and may still look ungrammatical to some
speakers, like rms, who notably dislike it, and that’s why “per” is now
used (and wasn’t before).  Afaik this usage of “per” there is more recent
than wide acceptance of “singular they” (at least it was already teached
in french schools more than 10 years ago, and rms nor then GNU didn’t
promote “per” at that time).

Trust me: Nobody (*) in the US uses "per" as a personal pronoun.
I'm pretty sure the same is true in other English-speaking countries.
