Unable to stow ~/.vim

I have:
user/dot-vim/vimrc

I run:
stow --verbose --adopt --dotfiles --target $HOME user

I get:
stow: ERROR: stow_contents() called with non-directory path: configs/user/.vim

But expected:
UNLINK: .vim/vimrc
LINK: .vim/vimrc => ../configs/user/dot-vim/vimrc
