Hi,
using your tar v. 1.13.93, the following happens:
$ ./gnu-tar xfj foo.bz2
./gnu-tar: Read 8192 bytes from foo.bz2
$ ./gnu-tar xfjb foo.bz2 16
./gnu-tar: Read 4096 bytes from foo.bz2
$ ./gnu-tar xfjb foo.bz2 20
./gnu-tar: Read 8192 bytes from foo.bz2
$ ./gnu-tar xfjb foo.bz2 1
$
These messages make no sense. tar should not expect read()s from
a pipe to be in a block size it previously selected itself.
