Feature request(?): adding annotations for nodes?

Hi,

I haven't thought about this concept completely to details, but I'd like to
know your opinions and ideas before doing that.

Imagine that the user is reading some large texinfo document (like GNU
Emacs Manual) and wants to make small notes here or there. These notes can
be of two types: user notes (user would like to test that to the details
later, have no time now, have some problem with features described in this
node etc.) and bug-reports. This can be valuable addition to the info. With
that, user interfaces (like M-x Info in GNU Emacs) can provide features
which will make reading much usable for users (they can make notes "on the
borders" of the manuals as they do on printed manuals and do not want to do
books ;-) and also for creating them for developers, because users can
provide these notes to help developers of such manuals.

My main reason for all that is that we see many valuable bug-reports
created by M-x report-emacs-bug in GNU Emacs. But we do not have that many
feedbacks about the quality of manuals. Only from conferences and
mailing-lists where users report their problems. But M-x report-info-notes
(or similar) can be valuable for manual writers (take all/some notes about
all/some nodes and send them somewhere).

I think that this can be done also in Emacs alone, but the core of this (to
make notes to corresponding nodes) should be in info itself, IMHO.

P.S. Maybe all this is possible right now, but I do not see it described in
the manual of info.
