Could you please show the Texinfo sources for these fragments?  I
don't have time currently to download the full Groff distribution and
look into this, but if you show the relevant fragments, I could at
least try to figure out whether it's the intended behavior or a bug.

In general, the HTML markup is not always exactly identical to the
printed version.

Please try the latest pretest 4.0f.  Many things were fixed in the
HTML link area, so it's possible that the problem doesn't exist
anymore.

In any case, this is indeed a bug in Netscape 6.1.  My references
clearly say that a blank is one of the characters that should be
converted to %NN in the location part, even though it's in quotes.

??  The browser should provide that function automatically; just hit
the BACK button.  Doesn't it work for you?
