The manual says:
| Please report output from an error-free run of `makeinfo' which violates the
| HTML 3.2 DTD as a bug.
Each page is being generated with a 'lang' attribute on the <html> element,
which wasn't in HTML 3.2. This is harmless, of course, but perhaps the
documentation should now be specifying HTML 4.01 Transitional?
