All the discussions up to now failed to find such a possibility. But
perhaps we missed something--could you give an example of a kind of
change you had in mind?
Makeinfo could change `:' to `colon' when writing the index in Info
format. The character `:' would still appear as itself in TeX and
other formats. This is not perfect, but it should be easy
and would give better results than changing the input.
