@ref{Section 1.1.2} in @ifinfo section breaks makeinfo

Hello, GNU texinfo guru,

"makeinfo" exits with error if "@ref{Section 1.1.2}" exists in the
starting section within "@address@hidden ifinfo".

This breaks debiandoc2info script to create some info page on Debian
machine.  If requested, I can send short (about 4kB) source of texinfo.

Sometimes, it is nice to point people for quick start skipping
introduction.  Can this be enabled?  If this is a feature, tell me so.

My system is current(woody, unstable mix) of Debian (i386)
