Why do you want to have different angle brackets in the TeX case in the
first place? Just wondering.
doesn't work as expected if makeinfo's option -E is active.
Perhaps you need --iftex as well? By default makeinfo is not going to
process @iftex blocks. Actually texi2dvi goes to more trouble than
this.
