That may be true, but I'm not aware of it.  I haven't been sent patches
(that I can recall anyway) to make texinfo.tex work with the ec fonts,
which is basically what's needed for western european languages.  As it
happens, opus just asked me to make it easy to typeset using typefaces
other than computer modern, so ec might fall out of that.  I don't know yet.

    As a work around, can I convert the Texinfo file with the Spanish in
    it to DocBook or other XML using makeinfo and then print the result
    and convert it to an HTML page? 

To my knowledge, makeinfo will pass 8-bit characters through unchanged
into all the output formats.  That may or may not be the right thing,
but it's a start.

To write real manuals in another language, I think it would be less
total effort to mess with texinfo.tex to get it to work with 8-bit
characters than to use the accent commands.  Really.

Chinese is so different from Western languages I'll be surprised if
anything significant in Texinfo works with it.  For starters, makeinfo
assumes 8-bit characters, but my understanding is that Chinese is
generally encoded in multiple bytes.  That seems like it will wreak havoc.
I did receive a texinfo.tex patch for korean at one point, but it was
not easily merged, and I haven't done so.
