To my knowledge, makeinfo will pass 8-bit characters through
unchanged into all the output formats. That may or may not be the
right thing, but it's a start.
The Info for my Spanish/English file shows the Spanish with upside
down question marks and acute accents. It looks OK to me.... the
problem seems to be with the TeX output.

What about Unicode, such as utf-8, which GNU Emacs supports? (GNU
Emacs can display Chinese, Spanish, and English all in the same
buffer. The HELLO buffer shows 35 different languages being
displayed.)
I don't know much about fonts, but I am discovering that I have to
deal with lots of different ones.
I will look into XML.
