Some further details on the problem below.
Using sample.texi from the "Short sample" node in the texinfo
documentation (after adding a @top to get it compile at all) the
following XML output is generated:

The problem seems to the <bookinfo> in the "Top" chapter. I'm not
sure why a "Top" chapter would be necessary at all in docbook.
Removing this chapter makes the docbook tools accept it correctly.
If @ifnotdocbook or @ifnotxml existed, it would be easy to solve this
in the texi file, but right now it seems impossible to generate
correct Docbook files.
IMHO the best would be if @ifnotdocbook and @ifnotxml were added, and
makeinfo were made to not generate the top chapter as well.
