That seems like a good idea to me.
Using a @smallfoo environment means "this is a really big example, and
it has to be that way, so please squeeze it so it will fit on the page."
Obviously @smallfoo should be used sparingly, but when it is used,
Texinfo should try to make it fit, with any paper size.
I think this way of looking at @smallfoo is closer to logical markup
than other proposals I've seen.
I recognize that in the current confusing situation there may be many
incorrect uses of @smallfoo in existing manuals.
