'suppress' is the correct behaviour
Sorry, but I don't agree that it is a matter of correct and incorrect.
It is a design choice. I have seen a number of (non-GNU :) books
printed with first paragraph indentation (no, I don't remember any
titles offhand, maybe I'm making it all up).
However, it's true that by far the most prevalent design is to have no
indentation. So making that the default does sound reasonable. We
don't need to wait for 5.0, either.
