I tend to agree with Simon here. I'm not expert on English nor American
typography, but I think this is what is done in English books.
Czech typographical tradition differs in many points from the one of
English speaking world. One of the differences is that we indent the
first paragraph of each section. (Or at least it's the prevailing
design decision.)
So make sure that both alternatives work, if you want texinfo to be used
with other languages.
