        Oh gee.  I get what you mean now.

        That is systemic of late evaluation, which both TeX and makeinfo
do.  I'm guessing that line 58 is when it tries to dump its footnotes,
and fails miserably.

        So we could expand all the footnotes as early as possible once
we see them as commands.  What does texi2dvi do?
