makeinfo 4.5.91: garbage before <html>

I installed texinfo 4.5.91 over my old 4.5 version (maybe a bad
idea?).  I called makeinfo by

LANG=en ; makeinfo --output=tbookman.html --no-split --html tbook.texi

The file tbook.tex is

This file may be illegally short, however the complete file shows
the same problem.  The HTML output is

which lacks the <html> tag.  In the complete file, it is there but
before it is this <div class="node"> garbage.  The reason is the
@tbook{} macro call in the @copying section.  If I delete it,
everything works fine.
