Thanks for the report. As it happens, my development machine is redhat 9,
and of course it works for me.  So I am puzzled.  Perhaps we
installed different packages (I just installed `everything'.)

Can you try downloading texinfo 4.6 and see if it behaves any better if
you configure && make it separately from teTeX?  If it still fails, then
the config.log file should show some clues about which terminal library was
detected, etc.
