I sent them a good version but they haven't put it up yet.
We no longer have a way to upload files to ftp.gnu.org, and I don't know
when it will be restored.

Meanwhile, you can get it from ftp://tug.org/tex/texinfo.tex.

However, I'll attach a development version which I plan to upload as
soon as I'm able.

I made a lot of internal changes to the sectioning code to make pdf
references work better.  Please let me know if you find any problems
with it.
